# §6406. Block grants

- (a) **In general—** In each fiscal year beginning in fiscal year 2023 and subject to the availability of appropriations, the [Administrator](/usc/16/6415.md?p=1) shall provide block grants of financial assistance of not less than $500,000 to each [covered State](/usc/16/6415.md?p=12) to support management and [restoration](/usc/16/6415.md?p=19) activities and further the implementation of [coral reef](/usc/16/6415.md?p=7) action plans in effect under [section 6404 of this title](/usc/16/6404.md) by [covered States](/usc/16/6415.md?p=12) and non-Federal [coral reef](/usc/16/6415.md?p=7) [stewardship](/usc/16/6415.md?p=23) partnerships in accordance with this section. The [Administrator](/usc/16/6415.md?p=1) shall review each [covered State](/usc/16/6415.md?p=12)’s application for block grant funding to ensure that applications are consistent with applicable action plans and the [National Coral Reef Resilience Strategy](/usc/16/6415.md?p=16).
- (b) **Responsibilities of the Administrator—** The [Administrator](/usc/16/6415.md?p=1) is responsible for—
  - (1) providing guidance on the proper documentation of expenditures authorized under this chapter;
  - (2) issuing annual solicitations to [covered States](/usc/16/6415.md?p=12) for awards under this section; and
  - (3) determining the appropriate allocation of additional amounts among [covered States](/usc/16/6415.md?p=12) in accordance with this section.
- (c) **Responsibilities of covered States—** Each [covered State](/usc/16/6415.md?p=12) is responsible for documenting and reporting—
  - (1) such [State](/usc/16/6415.md?p=22)’s use of Federal funds received under this chapter; and
  - (2) such expenditures of non-Federal funds made in furtherance of [coral reef](/usc/16/6415.md?p=7) management and [restoration](/usc/16/6415.md?p=19) as the [Administrator](/usc/16/6415.md?p=1) determines appropriate.
- (d) **Cooperative agreements—** Subject to the availability of appropriations, the [Administrator](/usc/16/6415.md?p=1) may seek to enter into a cooperative agreement with a [covered State](/usc/16/6415.md?p=12) to fund [coral reef](/usc/16/6415.md?p=7) [conservation](/usc/16/6415.md?p=4) and [restoration](/usc/16/6415.md?p=19) activities in waters managed under the jurisdiction of such [covered State](/usc/16/6415.md?p=12) that are consistent with the [National Coral Reef Resilience Strategy](/usc/16/6415.md?p=16) and any applicable action plan under [section 6404 of this title](/usc/16/6404.md).
- (e) **All Islands Committee—** The [Administrator](/usc/16/6415.md?p=1) may enter into a cooperative agreement with the All Islands Committee of the [Task Force](/usc/16/6415.md?p=24) to provide support for its activities.
