# §583k–5. Stewardship credits for outfitters and guides

- (a) **Pilot program—** Within 1 year after November 28, 2016, in accordance with this section, the [Secretary](/usc/16/583k–1.md?p=6) shall establish a pilot [program](/usc/16/460ss–6.md?p=1) on not less than 20 [administrative units](/usc/16/583k–1.md?p=1) to offset all or part of the [land use](/usc/16/1453.md?p=10) fee for an outfitting and guiding permit by the cost of the work performed by the permit holder to construct, improve, or maintain [National Forest](/usc/16/5207.md?p=3) [System](/usc/16/668ee.md?p=14) trails, trailheads, or developed sites that support public use under terms established by the [Secretary](/usc/16/583k–1.md?p=6).
- (b) **Additional requirements—** In establishing the pilot [program](/usc/16/460ss–6.md?p=1) authorized by [subsection (a)](#a), the [Secretary](/usc/16/583k–1.md?p=6) shall—
  - (1) select [administrative units](/usc/16/583k–1.md?p=1) where the pilot [program](/usc/16/460ss–6.md?p=1) will improve [trail maintenance](/usc/16/583k–1.md?p=8); and
  - (2) establish appropriate terms and conditions, including meeting National Quality Standards for Trails and the Trail Management Objectives identified for the trail.
