# §5605. Rulemaking


The [Secretary](/usc/16/5609.md?p=15) shall promulgate regulations as may be necessary to carry out the purposes and objectives of the [Convention](/usc/16/5609.md?p=5) and this chapter. Any such regulation may be made applicable, as necessary, to all [persons](/usc/16/5609.md?p=12) and all vessels subject to the jurisdiction of the United States, wherever located.
