# §521c. Definitions


For purposes of sections 521c to [521i](/usc/16/521i.md) of this title—

- (1) the term “[person](/usc/16/450rr–1.md?p=b)” includes any [State](/usc/16/590q.md?p=a) or any political [subdivision](/usc/16/539m–1.md?p=15) or entity thereof;
- (2) the term “interchange” means a land transfer in which the [Secretary](/usc/16/410r–5.md?p=c-1) and another [person](/usc/16/450rr–1.md?p=b) exchange titles to lands or interests in lands of approximately equal value where the [Secretary](/usc/16/410r–5.md?p=c-1) finds that such a value determination can be made without a formal appraisal and under such regulations as the [Secretary](/usc/16/410r–5.md?p=c-1) may prescribe; and
- (3) the term “[Secretary](/usc/16/410r–5.md?p=c-1)” means the [Secretary](/usc/16/410r–5.md?p=c-1) of Agriculture of the United States.
