# §460ooo–2. Purposes of the Acquisition Planning District

- (a) **In general—** The [Secretary](/usc/16/460iii–1.md?p=1) shall negotiate with land [owners](/usc/16/429b–3.md?p=4) for the [acquisition](/usc/16/620e.md?p=1) of lands and interest in lands suitable for [Conservation Area](/usc/16/460iii–1.md?p=2) expansion that meet the purposes described in [section 460ooo–3(a)](/usc/16/460ooo–3.md?p=a) of this title. The [Secretary](/usc/16/460iii–1.md?p=1) shall only [acquire](/usc/16/620e.md?p=1) property under this subchapter pursuant to [section 460ooo–6](/usc/16/460ooo–6.md) of this title.
- (b) **Federal lands—** The [Secretary](/usc/16/460iii–1.md?p=1), through the Bureau of Land Management, shall administer the [public lands](/usc/16/460ooo.md?p=4) within the [Acquisition Planning District](/usc/16/460ooo.md?p=2) pursuant to this subchapter and the applicable provisions of the [Federal Land](/usc/16/3102.md?p=2) Policy and Management Act of 1976 ([43 U.S.C. 1701](/usc/43/1701.md) et seq.), subject to valid existing rights, and in accordance with the [management plan](/usc/16/460nnn.md?p=6). Such [public lands](/usc/16/460ooo.md?p=4) shall become part of the [Conservation Area](/usc/16/460iii–1.md?p=2) when they become contiguous with the [Conservation Area](/usc/16/460iii–1.md?p=2).
- (c) **Fish and wildlife—** Nothing in this subchapter shall be construed as affecting the jurisdiction or responsibilities of the [State](/usc/16/590q.md?p=a) of Arizona with respect to [fish and wildlife](/usc/16/3102.md?p=17) within the [Acquisition Planning District](/usc/16/460ooo.md?p=2).
- (d) **Protection of State and private lands and interests—** Nothing in this subchapter shall be construed as affecting any property rights or management authority with regard to any lands or interest in lands held by the [State](/usc/16/590q.md?p=a) of Arizona, any political [subdivision](/usc/16/539m–1.md?p=15) of the [State](/usc/16/590q.md?p=a) of Arizona, or any private property rights within the boundaries of the [Acquisition Planning District](/usc/16/460ooo.md?p=2).
- (e) **Public lands—** Nothing in this subchapter shall be construed as in any way diminishing the [Secretary](/usc/16/460iii–1.md?p=1)’s or the Bureau of Land Management’s authorities, rights, or responsibilities for managing the [public lands](/usc/16/460ooo.md?p=4) within the [Acquisition Planning District](/usc/16/460ooo.md?p=2).
- (f) **Coordinated management—** The [Secretary](/usc/16/460iii–1.md?p=1) shall coordinate the management of the [public lands](/usc/16/460ooo.md?p=4) within the [Acquisition Planning District](/usc/16/460ooo.md?p=2) with that of surrounding county, [State](/usc/16/590q.md?p=a), and [private lands](/usc/16/620e.md?p=6) consistent with the provisions of [subsection (d)](#d).
