# §3452. Resource conservation and development program


The [Secretary](/usc/16/3451.md?p=11) shall establish a resource conservation and development program under which the [Secretary](/usc/16/3451.md?p=11) shall provide [technical assistance](/usc/16/3451.md?p=13) and [financial assistance](/usc/16/3451.md?p=5) to [councils](/usc/16/3451.md?p=3) to develop and carry out [area plans](/usc/16/3451.md?p=1) and [projects](/usc/16/3451.md?p=10) in [designated areas](/usc/16/3451.md?p=4)—

- (1) to conserve and improve the use of land, develop natural resources, and improve and enhance the social, economic, and environmental conditions in primarily rural [areas](/usc/16/539m–1.md?p=1-A) of the United States; and
- (2) to encourage and improve the capability of [State](/usc/16/3451.md?p=12),[^1] [units](/usc/16/430f–7.md?p=4) of government, [Indian tribes](/usc/16/544.md?p=g), [nonprofit organizations](/usc/16/3451.md?p=9), and [councils](/usc/16/3451.md?p=3) to carry out the purposes described in [paragraph (1)](#1).
