# §2611. Purposes


The purposes of this chapter are to encourage—

- (1) conservation of energy supplied by [electric utilities](/usc/16/2602.md?p=4);
- (2) the optimization of the efficiency of use of facilities and resources by [electric utilities](/usc/16/2602.md?p=4); and
- (3) equitable [rates](/usc/16/2602.md?p=10) to [electric consumers](/usc/16/2602.md?p=5).
