# §1463. Rules and regulations


The [Secretary](/usc/16/1453.md?p=16) shall develop and promulgate, pursuant to [section 553 of title 5](/usc/5/553.md), after notice and opportunity for full participation by relevant Federal agencies, [state](/usc/16/590q.md?p=a) agencies, [local governments](/usc/16/1453.md?p=11), regional organizations, port authorities, and other interested parties, both public and private, such rules and regulations as may be necessary to carry out the provisions of this chapter.
