# §9523. Establishment

- (a) **In general—** There is established in the [Agency](/usc/15/9501.md?p=1) a program—
  - (1) that shall be known as the [MBDA Business Center](/usc/15/9501.md?p=7) Program;
  - (2) that shall be separate and distinct from the efforts of the [Under Secretary](/usc/15/9501.md?p=19) under section ___101;[^1] and
  - (3) under which the [Under Secretary](/usc/15/9501.md?p=19) shall make Federal assistance awards to [eligible entities](/usc/15/9501.md?p=3) to operate [MBDA Business Centers](/usc/15/9501.md?p=7), which shall, in accordance with section ___114,[^1] provide technical assistance and business development services, or specialty services, to [minority business enterprises](/usc/15/9501.md?p=9-A).
- (b) **Coverage—** The [Under Secretary](/usc/15/9501.md?p=19) shall take all necessary actions to ensure that the [MBDA Business Center](/usc/15/9501.md?p=7) Program, in accordance with section ___114,[^1] offers the services described in [subsection (a)(3)](#a-3) in all regions of the United States.
