# §9522. Purpose


The purpose of the [MBDA Business Center](/usc/15/9501.md?p=7) Program shall be to create a national network of public-private partnerships that—

- (1) assist [minority business enterprises](/usc/15/9501.md?p=9-A) in—
  - (A) accessing capital, contracts, and grants; and
  - (B) creating and maintaining jobs;
- (2) provide counseling and mentoring to [minority business enterprises](/usc/15/9501.md?p=9-A); and
- (3) facilitate the growth of [minority business enterprises](/usc/15/9501.md?p=9-A) by promoting trade.
