# §9062. Rule of construction


Nothing in this part shall be construed to allow the [Secretary](/usc/15/9041.md?p=9) to provide relief to [eligible businesses](/usc/15/9041.md?p=4), [States](/usc/15/9041.md?p=10), and [municipalities](/usc/15/9041.md?p=7) except in the form of loans, loan guarantees, and other investments as provided in this part and under terms and conditions that are in the interest of the Federal Government.
