# §6306. Review

- (a) **Procedures—** Each [boxing commission](/usc/15/6301.md?p=2-A) shall establish each of the following procedures:
  - (1) Procedures to evaluate the professional records and [physician](/usc/15/6301.md?p=7)’s certification of each [boxer](/usc/15/6301.md?p=1) participating in a [professional boxing match](/usc/15/6301.md?p=8) in the [State](/usc/15/6301.md?p=10), and to deny authorization for a [boxer](/usc/15/6301.md?p=1) to fight where appropriate.
  - (2) Procedures to ensure that, except as provided in [subsection (b)](#b), no [boxer](/usc/15/6301.md?p=1) is permitted to box while under [suspension](/usc/15/6301.md?p=15) from any [boxing commission](/usc/15/6301.md?p=2-A) due to—
    - (A) a recent knockout or series of consecutive losses;
    - (B) an injury, requirement for a medical procedure, or [physician](/usc/15/6301.md?p=7) denial of certification;
    - (C) failure of a [drug](/usc/15/55.md?p=c) test;
    - (D) the use of false aliases, or falsifying, or attempting to falsify, official identification cards or documents; or
    - (E) unsportsmanlike conduct or other inappropriate behavior inconsistent with generally accepted methods of competition in a [professional boxing match](/usc/15/6301.md?p=8).
  - (3) Procedures to review a [suspension](/usc/15/6301.md?p=15) where appealed by a [boxer](/usc/15/6301.md?p=1), [licensee](/usc/15/6301.md?p=4), [manager](/usc/15/6301.md?p=5), [matchmaker](/usc/15/6301.md?p=6), [promoter](/usc/15/6301.md?p=9), or other [boxing service provider](/usc/15/6301.md?p=12), including an opportunity for a [boxer](/usc/15/6301.md?p=1) to present contradictory evidence.
  - (4) Procedures to revoke a [suspension](/usc/15/6301.md?p=15) where a [boxer](/usc/15/6301.md?p=1)—
    - (A) was suspended under subparagraph [(A)](#a-2-A) or [(B)](#a-2-B) of paragraph (2) of this subsection, and has furnished further proof of a sufficiently improved medical or physical condition; or
    - (B) furnishes proof under subparagraph [(C)](#a-2-C) or [(D)](#a-2-D) of paragraph (2) that a [suspension](/usc/15/6301.md?p=15) was not, or is no longer, merited by the facts.
- (b) **Suspension in another State—** A [boxing commission](/usc/15/6301.md?p=2-A) may allow a [boxer](/usc/15/6301.md?p=1) who is under [suspension](/usc/15/6301.md?p=15) in any [State](/usc/15/6301.md?p=10) to participate in a [professional boxing match](/usc/15/6301.md?p=8)—
  - (1) for any reason other than those listed in [subsection (a)](#a) if such commission notifies in writing and consults with the designated official of the suspending [State](/usc/15/6301.md?p=10)’s [boxing commission](/usc/15/6301.md?p=2-A) prior to the grant of approval for such individual to participate in that [professional boxing match](/usc/15/6301.md?p=8); or
  - (2) if the [boxer](/usc/15/6301.md?p=1) appeals to the Association of [Boxing Commissions](/usc/15/6301.md?p=2-A), and the Association of [Boxing Commissions](/usc/15/6301.md?p=2-A) determines that the [suspension](/usc/15/6301.md?p=15) of such [boxer](/usc/15/6301.md?p=1) was without sufficient grounds, for an improper purpose, or not related to the health and safety of the [boxer](/usc/15/6301.md?p=1) or the purposes of this chapter.
