# §996. Individual Longitudinal Exposure Record

- (a) **Establishment.—** The [Secretary](/usc/10/4951.md?p=3) of Defense shall maintain a data system that is a central web portal for exposure-related data that compiles, collates, presents, and provides available occupational and environmental exposure information to support the needs of the [Department](/usc/10/101.md?p=a-6) of Defense and the Department of Veterans Affairs. Such data system shall be referred to as the “Individual Longitudinal Exposure [Record](/usc/10/801.md?p=14)”.
- (b) **Elements.—** The Individual Longitudinal Exposure [Record](/usc/10/801.md?p=14) [includes](/usc/10/101.md?p=g-4) the following elements:
  - (1) Service [records](/usc/10/801.md?p=14) of members of the [armed forces](/usc/10/101.md?p=a-4).
  - (2) All data available to the [Secretary](/usc/10/4951.md?p=3) regarding how, where, and when members of the [armed forces](/usc/10/101.md?p=a-4) have been exposed to various occupational or environmental hazards.
  - (3) Medical [records](/usc/10/801.md?p=14) of members relating to exposures described in [paragraph (2)](#b-2), including diagnoses, treatment plans, and laboratory data.
- (c) **Service Records.—** If a member is a member described in [paragraph (2)](#b-2) of subsection (b), the [Secretary](/usc/10/4951.md?p=3) shall include the data described in such paragraph in the service [record](/usc/10/801.md?p=14) of such member.
- (d) **Data Sharing.—** The [Secretary](/usc/10/4951.md?p=3) shall provide access to information in the Individual Longitudinal Exposure [Record](/usc/10/801.md?p=14) to the following:
  - (1) The [Secretary](/usc/10/4951.md?p=3) of Veterans Affairs.
  - (2) The Director of the Defense Health [Agency](/usc/10/3451.md?p=3), for use by [health care](/usc/10/1072.md?p=10) providers, epidemiologists, and researchers of the [Department](/usc/10/101.md?p=a-6) of Defense.
  - (3) The Under [Secretary](/usc/10/4951.md?p=3) for Health of the Department of Veterans Affairs, for use by [health care](/usc/10/1072.md?p=10) providers, epidemiologists, and researchers of such [department](/usc/10/101.md?p=a-6).
  - (4) The Under [Secretary](/usc/10/4951.md?p=3) for Benefits of the Department of Veterans Affairs, for use by personnel of such [department](/usc/10/101.md?p=a-6) regarding compensation and benefits for service-connected disabilities or death.
- (e) **Annual Briefing.—**
  - (1) The [Secretary](/usc/10/4951.md?p=3) of Defense shall submit, to the committees specified in [paragraph (2)](#e-2), an annual briefing regarding the Individual Longitudinal Exposure [Record](/usc/10/801.md?p=14), including an explanation of how the [Secretary](/usc/10/4951.md?p=3) intends to include in the Individual Longitudinal Exposure [Record](/usc/10/801.md?p=14) data described in [subsection (b)(2)](#b-2) in cases where part or all of such data is classified.
  - (2) The committees specified in this paragraph are the following:
    - (A) The Committee on Armed Services of the Senate.
    - (B) The Committee on Armed Services of House of Representatives.
    - (C) The Committee on Veterans’ Affairs of the Senate.
    - (D) The Committee on Veterans’ Affairs of the House of Representatives.
