# §4842. Joint Defense Manufacturing Technology Panel

- (a) There is in the [Department](/usc/10/101.md?p=a-6) of Defense the Joint Defense Manufacturing Technology Panel.
- (b)
  - (1) The Panel shall be cochaired by the Under [Secretary](/usc/10/4951.md?p=3) of Defense for Acquisition and Sustainment and the Under [Secretary](/usc/10/4951.md?p=3) of Defense for Research and Engineering.
  - (2) The Panel shall be composed of at least one individual from among appropriate personnel of each [military](/usc/10/801.md?p=8) [department](/usc/10/101.md?p=a-6) and [Defense Agency](/usc/10/101.md?p=a-11) with manufacturing technology [programs](/usc/10/2101.md?p=1). The Panel may include as ex-officio members such individuals from other government organizations, academia, and industry as the Chair considers appropriate.
- (c) The purposes of the Panel shall be as follows:
  - (1) To identify and integrate requirements for the [program](/usc/10/2101.md?p=1).
  - (2) To conduct joint planning for the [program](/usc/10/2101.md?p=1).
  - (3) To develop joint strategies for the [program](/usc/10/2101.md?p=1).
- (d) In carrying out the purposes specified in [subsection (c)](#c), the Panel shall perform the [functions](/usc/10/467.md?p=1) as follows:
  - (1) Conduct comprehensive reviews and assessments of defense-related manufacturing issues being addressed by the manufacturing technology [programs](/usc/10/2101.md?p=1) and related activities of the [Department](/usc/10/101.md?p=a-6) of Defense.
  - (2) Execute strategic planning to identify joint planning opportunities for increased cooperation in the development and implementation of technological products and the leveraging of funding for such purposes with the private sector and other government [agencies](/usc/10/3451.md?p=3).
  - (3) Ensure the integration and coordination of requirements and [programs](/usc/10/2101.md?p=1) under the [program](/usc/10/2101.md?p=1) with the Office of the [Secretary](/usc/10/4951.md?p=3) of Defense and other national-level initiatives, including the establishment of information exchange processes with other government [agencies](/usc/10/3451.md?p=3), private industry, academia, and professional associations.
  - (4) Conduct such other [functions](/usc/10/467.md?p=1) as the Under [Secretary](/usc/10/4951.md?p=3) of Defense for Research and Engineering shall specify.
- (e) The Panel shall report to and receive direction from one or more individuals designated by the Under [Secretary](/usc/10/4951.md?p=3) of Defense for Research and Engineering for purposes of this subsection on manufacturing technology issues of multi-service concern and application.
- (f) The administrative expenses of the Panel shall be borne by each [military](/usc/10/801.md?p=8) [department](/usc/10/101.md?p=a-6) and [Defense Agency](/usc/10/101.md?p=a-11) with manufacturing technology [programs](/usc/10/2101.md?p=1) in such manner as the Panel shall provide.

### Amendments

2025—Subsec. (b)(1). Pub. L. 119–60 substituted “The Panel shall be cochaired by the Under Secretary of Defense for Acquisition and Sustainment and the Under Secretary of Defense for Research and Engineering.” for “The Chair of the Joint Defense Manufacturing Technology Panel shall be the head of the Panel. The Chair shall be appointed, on a rotating basis, from among the appropriate personnel of the military departments and Defense Agencies with manufacturing technology programs.”
