# §4403. Requirements relating to availability of major system interfaces and support for modular open system approach


The [Secretary](/usc/10/4951.md?p=3) of each [military](/usc/10/801.md?p=8) [department](/usc/10/101.md?p=a-6) shall—

- (1) coordinate with the other [military departments](/usc/10/101.md?p=a-8), the [defense agencies](/usc/10/101.md?p=a-11), defense and other private sector entities, national [standards](/usc/10/3011.md?p=3)-setting organizations, and, when appropriate, with elements of the intelligence community with respect to the specification, identification, development, and maintenance of major system interfaces and [standards](/usc/10/3011.md?p=3) for use in [major system platforms](/usc/10/4401.md?p=c-2), where practicable;
- (2) ensure major system interfaces are adequately designated and defined to achieve a [modular open system approach](/usc/10/3775.md?p=b) and are delivered with supporting documentation necessary to enable the integration of [components](/usc/10/3011.md?p=13) or modules provided by a third party into the [modular system](/usc/10/4401.md?p=c-5);
- (3) ensure that sufficient systems engineering and development expertise and resources are available to support the use of a [modular open system approach](/usc/10/3775.md?p=b) in requirements development and acquisition [program](/usc/10/2101.md?p=1) planning;
- (4) ensure that necessary planning, programming, and budgeting resources are provided to specify, identify, develop, and sustain the [modular open system approach](/usc/10/3775.md?p=b), associated major system interfaces, systems integration, and any additional [program](/usc/10/2101.md?p=1) activities necessary to sustain innovation and interoperability;
- (5) ensure that adequate [training](/usc/10/301.md?p=9) in the use of a [modular open system approach](/usc/10/3775.md?p=b) is provided to members of the requirements and [acquisition workforce](/usc/10/101.md?p=a-18); and
- (6) issue guidance to implement the requirements of this section.

### Amendments

2025—Par. (2). Pub. L. 119–60 amended par. (2) generally. Prior to amendment, par.
