# §3676. Guidelines


The Director of the Office of Management and Budget and the [Secretary](/usc/10/4951.md?p=3) of the Treasury shall jointly issue guidelines for determining under what circumstances the [Department](/usc/10/101.md?p=a-6) of Defense may use lease or charter arrangements for aircraft, naval vessels, and combat vehicles rather than directly procuring such aircraft, vessels, and combat vehicles.
