# §2111b. Senior military colleges: Department of Defense international student program

- (a) **Program Requirement.—** The [Secretary](/usc/10/4951.md?p=3) of Defense shall establish a [program](/usc/10/2101.md?p=1) to facilitate the enrollment and instruction of [persons](/usc/10/2700.md?p=2) from foreign countries as international students at the senior [military](/usc/10/801.md?p=8) colleges.
- (b) **Purposes.—** The purposes of the [program](/usc/10/2101.md?p=1) shall be—
  - (1) to provide a high-quality, [cost-effective](/usc/10/3101.md?p=3) [military](/usc/10/801.md?p=8)-based educational experience for international students in furtherance of the [military](/usc/10/801.md?p=8)-to-[military](/usc/10/801.md?p=8) [program](/usc/10/2101.md?p=1) objectives of the [Department](/usc/10/101.md?p=a-6) of Defense; and
  - (2) to enhance the educational experience and preparation of future [United States](/usc/10/101.md?p=a-1) [military](/usc/10/801.md?p=8) leaders through increased, extended interaction with highly qualified potential foreign [military](/usc/10/801.md?p=8) leaders.
- (c) **Coordination With the Senior Military Colleges.—** Guidelines for implementation of the [program](/usc/10/2101.md?p=1) shall be developed in coordination with the senior [military](/usc/10/801.md?p=8) colleges.
- (d) **Recommendations for Admission of Students Under the Program.—** The [Secretary](/usc/10/4951.md?p=3) of Defense shall annually identify to the senior [military](/usc/10/801.md?p=8) colleges the international students who, based on criteria established by the [Secretary](/usc/10/4951.md?p=3), the [Secretary](/usc/10/4951.md?p=3) recommends be considered for admission under the [program](/usc/10/2101.md?p=1). The [Secretary](/usc/10/4951.md?p=3) shall identify the recommended international students to the senior [military](/usc/10/801.md?p=8) colleges as early as possible each year to enable those colleges to consider them in a timely manner in their respective admissions processes.
- (e) **DOD Financial Support.—** An international student who is admitted to a senior [military](/usc/10/801.md?p=8) college under the [program](/usc/10/2101.md?p=1) under this section is responsible for the cost of instruction at that college. The [Secretary](/usc/10/4951.md?p=3) of Defense may, from funds available to the [Department](/usc/10/101.md?p=a-6) of Defense other than funds available for financial assistance under [section 2107a of this title](/usc/10/2107a.md), provide some or all of the costs of instruction for any such student.
