# §1706. Government performance of certain acquisition functions

- (a) **Goal.—** It shall be the goal of the [Department](/usc/10/101.md?p=a-6) of Defense and each of the [military departments](/usc/10/101.md?p=a-8) to ensure that, for each [major defense acquisition program](/usc/10/4201.md?p=a) (as defined in [section 4201 of this title](/usc/10/4201.md)), each acquisition [program](/usc/10/2101.md?p=1) that is estimated by the [Secretary](/usc/10/4951.md?p=3) of Defense to require an eventual total expenditure greater than the amount described in [section 4201(a)(2) of this title](/usc/10/4201.md?p=a-2), and any other acquisition [program](/usc/10/2101.md?p=1) identified by the [Secretary](/usc/10/4951.md?p=3), each of the following positions is performed by a properly qualified member of the [armed forces](/usc/10/101.md?p=a-4) or full-time employee of the [Department](/usc/10/101.md?p=a-6) of Defense:
  - (1) [Portfolio acquisition executive](/usc/10/1737.md?p=a-4).
  - (2) Deputy [portfolio acquisition executive](/usc/10/1737.md?p=a-4).
  - (3) [Program manager](/usc/10/1737.md?p=a-1).
  - (4) [Deputy program manager](/usc/10/1737.md?p=a-2).
  - (5) [Senior contracting official](/usc/10/1737.md?p=a-5).
  - (6) Chief developmental tester.
  - (7) [Program](/usc/10/2101.md?p=1) lead product support manager.
  - (8) [Program](/usc/10/2101.md?p=1) lead systems engineer.
  - (9) [Program](/usc/10/2101.md?p=1) lead cost estimator.
  - (10) [Program](/usc/10/2101.md?p=1) lead contracting [officer](/usc/10/101.md?p=b-1).
  - (11) [Program](/usc/10/2101.md?p=1) lead business financial manager.
  - (12) [Program](/usc/10/2101.md?p=1) lead production, quality, and manufacturing.
  - (13) [Program](/usc/10/2101.md?p=1) lead information technology.
  - (14) [Program](/usc/10/2101.md?p=1) lead software.
- (b) **Plan of Action.—** The [Secretary](/usc/10/4951.md?p=3) of Defense shall develop and implement a plan of action for recruiting, [training](/usc/10/301.md?p=9), and ensuring appropriate career development of [military](/usc/10/801.md?p=8) and civilian personnel to achieve the objective established in [subsection (a)](#a).
