# §986.71. Safeguards.


The Council, with the approval of the Secretary, may establish through rules such requirements as may be necessary to establish that shipments made pursuant to [§ 986.70](/cfr/7/986.70.md), Handling for special purposes, were handled and used for the purpose stated.
