# §139.45. Narcotics, other drugs, and drug paraphernalia.

- (a) **Narcotics and other drugs.** Except when a patient uses a narcotic or drug as prescribed by a licensed health care provider in accordance with Federal law, any person on Federal property is prohibited from being under the influence of, using, possessing, or operating a vehicle while under the influence of any controlled substance as defined in 21 U.S.C. [802](/usc/21/802.md), [812](/usc/21/812.md), [841](/usc/21/841.md).
- (b) **Drug paraphernalia.** Any person on Federal property is prohibited from possessing drug paraphernalia as defined in [21 U.S.C. 863](/usc/21/863.md).
