# §531.601. Purpose.


This subpart contains Office of Personnel Management (OPM) regulations implementing [5 U.S.C. 5304](/usc/5/5304.md), which authorizes locality payments in defined geographic areas for GS employees and other categories of employees to whom locality payments are extended. These regulations must be read together with [5 U.S.C. 5304](/usc/5/5304.md).
