# §330.501. Purpose.


The restrictions in this subpart are designed to prevent circumvention of the open competitive examination system defined in Civil Service [Rule 1.3](/cfr/5/1.3.md) ([5 CFR 1.3](/cfr/5/1.3.md)). These restrictions limit an appointee's immediate movement to another position after appointment from a competitive certificate of eligibles.
