# §611.107. Relation to the planning processes.


All New Starts and Small Starts projects proposed for funding assistance under this part must emerge from the metropolitan and Statewide planning process, consistent with [23 CFR part 450](/cfr/23/part450.md), and be included in the fiscally constrained long-range transportation plan required under [23 CFR part 450](/cfr/23/part450.md).
