Records of the National Highway Traffic Safety Administration relating to rulemaking proceedings are available for inspection as provided in [section 552(b)](/usc/5/552.md?p=b) of title 5 of the U.S.C. and [part 7](/cfr/49/part7.md) of the regulations of the Secretary of Transportation ([part 7 of this title](/cfr/49/part7.md)).
