# §553.3. Definitions.


Administrator means the Administrator of the National Highway Traffic Safety Administration or a person to whom he has delegated final authority in the matter concerned.

Rule includes any order, regulation, or Federal motor vehicle safety standard issued under [Title 49](/cfr/49.md).

[Title 49](/cfr/49.md) means [49 U.S.C. 30101](/usc/49/30101.md), et seq.
