# §553.11. Initiation of rulemaking.


The Administrator may initiate rulemaking either on his own motion or on petition by any interested person after a determination in accordance with [Part 552 of this title](/cfr/49/part552.md) that grant of the petition is advisable. The Administrator may, in his discretion, also consider the recommendations of other agencies of the United States.
