# §919.7002. Definitions.


Historically Black Colleges and Universities (HBCUs) means an institution determined by the Secretary of Education to meet the requirements of [34 CFR 608.2](/cfr/34/608.2.md).

Other minority institutions of higher learning means an institution determined by the Secretary of Education to meet the requirements of [20 U.S.C. 1067k](/usc/20/1067k.md).

Small business concern owned and controlled by service-disabled veterans means a small business concern as defined in Public Law 106-50, Veterans Entrepreneurship and Small Business Development Act of 1999.

Small disadvantaged business means a small business concern owned and controlled by socially and economically disadvantaged individuals that meets the requirements of [13 CFR part 124](/cfr/13/part124.md), subpart B.

Women-owned small business means a small business concern that meets the requirements of [15 U.S.C. 637(d)(3)(D)](/usc/15/637.md?p=d-3-D).
