The Veterans First Contracting Program in [subpart 819.70](/cfr/48/subpart819.70.md) applies to contract actions under this part and takes precedence over other small business programs referenced in FAR [part 10](/cfr/48/part10.md) and FAR [part 19](/cfr/48/part19.md).
