# §98.31-5. Applicability.


This subpart applies to each offshore supply vessel contracted for, or the keel of which was laid, before March 15, 1996, that is oceangoing as defined in [33 CFR 151.05(j)](/cfr/33/151.05.md?p=j) and that carries noxious liquid substances (NLSs) as defined in [§ 153.2](/cfr/46/153.2.md) of this chapter in bulk, including carriage in portable tanks.
