# §84.21. Discrimination prohibited.


Except as otherwise provided in [§ 84.22](/cfr/45/84.22.md), no qualified individual with a disability shall, because a recipient's facilities are inaccessible to or unusable by individuals with disabilities, be excluded from participation in, or be denied the benefits of the programs or activities of a recipient, or be subjected to discrimination by any recipient.
