# §1.1. Purpose and scope.

- (a) This part contains FEMA's procedures for informal rulemaking under the Administrative Procedure Act ([5 U.S.C. 553](/usc/5/553.md)) that affect the public.
- (b) This part does not apply to rules issued in accordance with the formal rulemaking provisions of the Administrative Procedure Act (5 U.S.C. [556](/usc/5/556.md), [557](/usc/5/557.md)).
