# §3910.23. Requirements for conducting exploration activities.


Exploration activities on Federal lands require an exploration license or oil shale lease. Activities on a license or lease without an approved plan of operation must be conducted pursuant to an approved exploration plan under [§ 3931.40](/cfr/43/3931.40.md) of this chapter. The licensee may not remove any oil shale for sale, but may remove a reasonable amount of oil shale for analysis and study.
