# §3141.8. Other applicable regulations.

- (a) **Combined hydrocarbon leases.**
  - (1) The following provisions of [43 CFR part 3100](/cfr/43/part3100.md), as they relate to competitive leasing, apply to the issuance and administration of combined hydrocarbon leases issued under this part.
    - (i) All of [43 CFR subpart 3100](/cfr/43/subpart3100.md);
    - (ii) All of [43 CFR subpart 3101](/cfr/43/subpart3101.md), with the exception of §§ [3101.21](/cfr/43/3101.21.md), [3101.22](/cfr/43/3101.22.md), [3101.23](/cfr/43/3101.23.md), [3101.24](/cfr/43/3101.24.md), and [3101.25](/cfr/43/3101.25.md);
    - (iii) All of [43 CFR subpart 3102](/cfr/43/subpart3102.md);
    - (iv) All of [43 CFR subpart 3103](/cfr/43/subpart3103.md), with the exception of §§ [3103.21](/cfr/43/3103.21.md), and [3103.31(a)](/cfr/43/3103.31.md?p=a), [(b)](/cfr/43/3103.31.md?p=b), and [(c)](/cfr/43/3103.31.md?p=c);
    - (v) All of [43 CFR subpart 3104](/cfr/43/subpart3104.md);
    - (vi) All of [43 CFR subpart 3105](/cfr/43/subpart3105.md);
    - (vii) All of [43 CFR subpart 3106](/cfr/43/subpart3106.md), with the exception of [§ 3106.10(j)](/cfr/43/3106.10.md?p=j);
    - (viii) All of [43 CFR subpart 3107](/cfr/43/subpart3107.md);
    - (ix) All of [43 CFR subpart 3108](/cfr/43/subpart3108.md); and
    - (x) All of [43 CFR subpart 3109](/cfr/43/subpart3109.md), with special emphasis on [§ 3109.20(b)](/cfr/43/3109.20.md?p=b).
  - (2) Prior to commencement of operations, the lessee must develop either a plan of operations as described in [43 CFR 3592.1](/cfr/43/3592.1.md) which ensures reasonable protection of the environment or file an application for a permit to drill as described in [43 CFR part 3160](/cfr/43/part3160.md), whichever is appropriate.
  - (3) The provisions of [43 CFR part 3180](/cfr/43/part3180.md) will serve as general guidance to the administration of combined hydrocarbon leases issued under this part to the extent they may be included in unit or cooperative agreements.
- (b) **Oil and gas leases.**
  - (1) All of the provisions of 43 CFR parts [3100](/cfr/43/part3100.md), and [3120](/cfr/43/part3120.md) apply to the issuance and administration of oil and gas leases issued under this part.
  - (2) All of the provisions of 43 CFR parts [3160](/cfr/43/part3160.md) and [3170](/cfr/43/part3170.md) apply to operations on an oil and gas lease issued under this part.
  - (3) The provisions of [43 CFR part 3180](/cfr/43/part3180.md) apply to the administration of oil and gas leases issued under this part.
- (c) **Tar sand leases.**
  - (1) The following provisions of [43 CFR part 3100](/cfr/43/part3100.md), as they relate to competitive leasing, apply to the issuance of tar sand leases issued under this part.
    - (i) All of [43 CFR subpart 3102](/cfr/43/subpart3102.md);
    - (ii) All of [43 CFR subpart 3103](/cfr/43/subpart3103.md) with the exception of §§ [3103.21](/cfr/43/3103.21.md), [3103.22(d)](/cfr/43/3103.22.md?p=d), [3103.31](/cfr/43/3103.31.md), and [3103.32](/cfr/43/3103.32.md);
    - (iii) All of [43 CFR 3120.50](/cfr/43/3120.50.md); and
    - (iv) All of [43 CFR 3120.60](/cfr/43/3120.60.md).
  - (2) Prior to commencement of operations, the lessee must develop a plan of operations as described in [43 CFR 3592.1](/cfr/43/3592.1.md) which ensures reasonable protection of the environment.
