# §51d.9. What other conditions apply to these awards?


Award funding made under this authority is to be supplemental in nature. Consistent with the criteria in [§ 51d.5](/cfr/42/51d.5.md) and the certification in [§ 51d.4(a)(1)](/cfr/42/51d.4.md?p=a-1), such funds will only be made available if no other local, State, Tribal or Federal source is available to adequately address the emergency mental health and/or substance abuse service needs of the impacted community.
