# §457.2. Basis and scope of subchapter D.

- (a) **Basis.** This subchapter implements title XXI of the Act, which authorizes Federal grants to States for the provision of child health assistance to uninsured, low-income children.
- (b) **Scope.** The regulations in subchapter D set forth State plan requirements, standards, procedures, and conditions for obtaining Federal financial participation (FFP) to enable States to provide health benefits coverage to targeted low-income children, as defined at [§ 457.310](/cfr/42/457.310.md).
