# §301-1.1. Purpose.


The Federal Travel Regulation (FTR) in this subtitle serves two principal purposes. First, it implements statutory and other policy requirements in a manner that balances the need to ensure that official travel is conducted responsibly while minimizing administrative costs. Second, it communicates the resulting policies in a clear manner to executive agencies (see [§ 300-1.1](/cfr/41/300-1.1.md) of this subtitle) and civilian employees of executive agencies, both of which are subject to this subtitle.
