# §102-37.5. Scope.


This part covers the donation of surplus Federal personal property located within a State, including foreign excess personal property returned to a State for handling as surplus property. You must comply with this part if you are a holding agency or a recipient of Federal surplus personal property approved by the General Services Administration (GSA) for donation. “You” means the holding agency in [subpart C](/cfr/41/subpartC.md) of this part. “You” means a State Agency for Surplus Property (SASP) in subparts [D](/cfr/41/subpartD.md) and [E](/cfr/41/subpartE.md) of this part, unless otherwise specified.
