# §62.14645. What happens during periods of startup, shutdown, and malfunction?

- (a) The emission limitations and operating limits apply at all times except during periods of CISWI unit startup, shutdown, or malfunction as defined in [§ 62.14840](/cfr/40/62.14840.md).
- (b) Each malfunction must last no longer than 3 hours.
