# §282.1. Purpose and scope.


This part sets forth the applicable state underground storage tank programs under [section 9004](/cfr/40/9004.md) of the Resource Conservation and Recovery Act (RCRA), 42 U.S.C. [6991c](/usc/42/6991c.md) and [40](/usc/42/40.md) CFR [part 281](/cfr/40/part281.md). “State” is defined in [42 U.S.C. 1004(31)](/usc/42/1004.md?p=31) as “any of the several states, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.”
