# §1900.1. Definitions.


For the purposes of this part, the following terms shall have the meaning indicated:

FAST-41 means [Title 41](/cfr/41.md) of the Fixing America's Surface Transportation Act, [42 U.S.C. 4370m](/usc/42/4370m.md) et seq.

Federal Permitting Improvement Steering Council or Permitting Council means the Federal agency established pursuant to [42 U.S.C. 4370m-1(a)](/usc/42/4370m-1.md?p=a).

Mining means the process of extracting ore, minerals, or raw materials from the ground. Mining does not include the process of extracting oil or natural gas from the ground.
