# §3020.101. Applicability.


The rules in this part govern the procedure with regard to proposals of the Postal Service pursuant to [39 U.S.C. 3661](/usc/39/3661.md) requesting from the Commission an advisory opinion on changes in the nature of postal services that will generally affect service on a nationwide or substantially nationwide basis. The Rules of General Applicability in [part 3010](/cfr/39/part3010.md) of this chapter are also applicable to proceedings conducted pursuant to this subpart except that [§§ 3010.160 through 3010.164 (Motions)](/cfr/39/3010.160..3010.164.md); [§ 3010.310](/cfr/39/3010.310.md) (Discovery—general policy); [§ 3010.311](/cfr/39/3010.311.md) (Interrogatories for purposes of discovery); [§ 3010.312](/cfr/39/3010.312.md) (Requests for production of documents or things for the purpose of discovery); [§ 3010.321 (Hearings)](/cfr/39/3010.321.md?p=Hearings); [§ 3010.325](/cfr/39/3010.325.md) (Depositions); and [§ 3010.330 (Briefs)](/cfr/39/3010.330.md?p=Briefs) of this chapter do not apply in proceedings conducted under this part.
