# §1.901. No private rights created.


[Sections 1.900 through 1.953](/cfr/38/1.900..1.953.md) do not create any right or benefit, substantive or procedural, enforceable at law or in equity by a party against the United States, its agencies, its officers, or any other person, nor shall the failure of VA to comply with any of the provisions of [§§ 1.900 through 1.953](/cfr/38/1.900..1.953.md) be available to any debtor as a defense.
