# §9.31. When does this subpart apply to me?

- (a) This subpart applies to you if you are an operator who conducts or proposes to conduct non-federal oil or gas operations outside of Alaska.
- (b) If you were operating outside of a System unit and your operation has been included within an existing System unit as a result of a change to the boundary, or included within a newly established System unit, you are subject to [§§ 9.50 through 9.53](/cfr/36/9.50..9.53.md).
- (c) If you were operating under an exemption because your operation accessed oil and gas rights inside the System unit boundary from a surface location outside the boundary, and your surface location has been included within an existing System unit as a result of a change to the boundary, or included within a newly established System unit, you are subject to [§§ 9.50 through 9.53](/cfr/36/9.50..9.53.md).
