# §655.32. What additional factors does the Secretary consider in making grant awards?


Except for 34 CFR parts [656](/cfr/34/part656.md), [657](/cfr/34/part657.md), and 661, to the extent practicable and consistent with the criterion of excellence, the Secretary seeks to achieve an equitable distribution of funds throughout the Nation.
