# §647.31. What are unallowable costs?


Costs that may not be charged against a grant under this program include the following:

- (a) Payment of tuition, stipends, test preparation and fees or any other form of student financial support to staff or participants not expressly allowed under [§ 647.30](/cfr/34/647.30.md).
- (b) **Construction, renovation, and remodeling of any facilities.**
