# §148.1. What is the purpose of this subchapter?


This subchapter prescribes regulations for the licensing, construction, design, equipment, and operation of deepwater ports under the Deepwater Port Act of 1974, as amended (codified at [33 U.S.C. 1501](/usc/33/1501.md) et seq.) (the Act). The regulations in this subchapter (parts [148](/cfr/33/part148.md) through [150](/cfr/33/part150.md)) have preemptive effect over state or local regulations in the same field.”
