# §281.1. Purpose.


This part establishes policy and assigns responsibilities for settling personnel and general claims (under [31 U.S.C. 3702](/usc/31/3702.md); 10 U.S.C. [2575](/usc/10/2575.md), [2771](/usc/10/2771.md), [4712](/usc/10/4712.md), and [9712](/usc/10/9712.md); [24 U.S.C. 420](/usc/24/420.md); 37 U.S.C. [554](/usc/37/554.md), and [32](/usc/37/32.md) U.S.C. 714) and for processing requests for an advance decision under [31 U.S.C. 3529](/usc/31/3529.md).
