# §731.12. Submission of State programs.


Each State that wishes to regulate coal exploration and surface coal mining and reclamation operations on non-Federal and non-Indian lands within its boundaries shall submit three copies of a proposed program to the Director. A State may submit a proposed program at any time. The State shall retain sufficient copies of the program for public inspection under [§ 732.11(a)](/cfr/30/732.11.md?p=a).
