# §556.102. Authority.

- (a) The Outer Continental Shelf Lands Act (OCSLA) ([43 U.S.C. 1334](/usc/43/1334.md)) authorizes the Secretary of the Interior to issue, on a competitive basis, leases for oil and gas, and sulfur, in submerged lands of the OCS. The Act authorizes the Secretary to grant rights-of-way and easements through the submerged lands of the OCS.
- (b) The Federal Oil and Gas Royalty Management Act of 1982 (FOGRMA) ([30 U.S.C. 1711](/usc/30/1711.md)) governs oil and gas royalty management and requires the development of enforcement practices to ensure the prompt and proper collection of oil and gas revenues owed to the U.S.
- (c) The Independent Offices Appropriations Act of 1952 (IOAA) ([31 U.S.C. 9701](/usc/31/9701.md)) authorizes fees and charges for Federal government services.
- (d) The Energy Policy and Conservation Act of 1975 ([42 U.S.C. 6213](/usc/42/6213.md)) prohibits joint bidding by major oil and gas producers.
- (e) **The Gulf of Mexico Energy Security Act of 2006 (GOMESA) (Pub.** L. 109-432, [43 U.S.C. 1331](/usc/43/1331.md) note):
  - (1) Shares leasing revenues with Gulf producing states and the Land & Water Conservation Fund for coastal restoration projects; and
  - (2) Allows companies to exchange certain existing leases in moratorium areas for bonus and royalty credits to be used on other Gulf of America leases.
