# §44.50. Effect of appeal on initial decision.


Except as provided in [§ 44.14(c)](/cfr/30/44.14.md?p=c), a proposed decision and order of an Administrator is not operative pending appeal to an administrative law judge, and a decision of an administrative law judge is not operative pending appeal to the Assistant Secretary.
